HAW GV 2024: Präsidialansprache
Thomas Anwander, Präsident der HAW, begrüsste am 14. Mai 2024 rund 80 Mitglieder und Gäste zur ordentlichen Generalversammlung. In seiner Rede nahm er Stellung zu aktuellen Themen wie der Gesundheitspolitik, den Stadtklima-Initiativen, dem kommunalen Richtplan und Mindestlohn. Auch das Thema Cluster Machines wurde angesprochen.
Die HAW kann auf ein erfolgreiches Geschäftsjahr 2023 zurückblicken. Weitere Informationen zum vergangenen Geschäftsjahr finden sich im Jahresbericht. Die statutarischen Traktanden wurden von der Versammlung alle einstimmig genehmigt. Dr. Alina Halank von Sulzer und Romana Heuberger, VR der Max Schweizer AG, wurden in den Vorstand gewählt.
Konflikte stellen Unternehmen vor Herausforderungen
Nach dem Fall der Berliner Mauer 1989 und den folgenden Jahren Ostöffnung konnten sich die wenigsten Unternehmen vorstellen, dass geostrategische Überlegungen und Fragen der Sicherheit in unternehmerischen Entscheiden wieder relevant werden könnten. In seiner Ansprache resümiert HAW-Präsident Thomas Anwander, dass Frieden keine Selbstverständlichkeit ist und dass die aktuellen Konflikte Einfluss auf Unternehmen haben. Er sieht die folgenden wesentlichen Punkte im Vordergrund:
- Sicherheit und der Wandel (Konflikt, Klima, Demographie) verursachen Kosten und erfordern zusätzliche Investitionen.
- Der Kampf um das verfügbare Geld wird zunehmen. Dabei hilft die gestiegene Polarisierung in der Politik und Gesellschaft nicht. Es gilt, wieder sinnvolle Kompromisse zu finden.
- Der Glaube, dass der Staat alles finanzieren und alle Probleme lösen könne, ist falsch, schädlich und viel zu weit verbreitet (z.B. 13. AHV-Rente).
Prämien und Gesundheitswesen
Zum Thema Krankenkassenprämien stellte Anwander klar, dass die HAW die Prämien-Entlastungs-Initiative der SP entschieden ablehnt. Die hohen Krankenkassenprämien sind ein Problem, welches angegangen werden muss. Der Ursprung des Problems sind die hohen und zunehmend steigenden Gesundheitskosten. Diese können nur durch grundlegende Reformen im Gesundheitswesen kontrolliert werden. Mehr Subventionen und der Ausbau der Prämienverbilligung sind nicht zielführend. Auch macht es keinen Sinn, dass die Kantone, die ihre Kosten eher im Griff haben, Kantone quersubventionieren, bei denen die Gesundheitskosten traditionell hoch sind.
Situation um den kommunalen Mindestlohn
Danach verkündete Thomas Anwander, dass die HAW rechtliche Schritte gegen die Annahme des kommunalen Mindestlohns eingeleitet hat. Gleichzeitig verdeutlichte er, dass die HAW sich immer für faire Löhne eingesetzt hat. Die Initiative ist aber ein Frontalangriff auf die Sozialpartnerschaft. Zudem ist die HAW der klaren Auffassung, dass die Gemeinden keine Kompetenzen haben um Mindestlöhne vorzuschreiben. Anwander informierte die Teilnehmer über den aktuellen Stand des Verfahrens und erklärt, dass die HAW den Fall, wenn nötig bis vor Bundesgericht weiterziehen würde.
Stadtklima-Initiativen und kommunaler Richtplan
Anschliessend kam Anwander auf die anstehenden Stadtklima-Initiativen zu sprechen. Er erläutert die Forderungen der Initiativen und deren Gegenvorschläge und erklärte, warum eine Annahme der Initiativen verheerende Folgen für die Stadt Winterthur hätte und bat um Unterstützung im Abstimmungskampf. Auch alle Wirtschaftsverbände und die bürgerlichen Parteien sagen klar Nein zu diesen Initiativen und zu den entsprechenden Gegenvorschlägen.
Daneben kommentierte Anwander den neuen kommunalen Richtplan, welcher der HAW grosse Sorgen bereitet, weil in diesem die Bedürfnisse der Wirtschaft ignoriert werden. Zudem sind viele der Ziele im Richtplan schlicht nicht realisierbar. Zum Beispiel will die Regierung 30'000 neue Arbeitsplätze schaffen, definiert aber keine Massnahmen, um dies zu erreichen. Die HAW hat an der Vernehmlassung teilgenommen und insbesondere verlangt, dass der neue Richtplan zwingend mit der mittelfristigen Finanzplanung koordiniert wird. Gleichzeitig muss der Richtplan derart angepasst werden, dass er die Anliegen des Arbeitsplatzes Winterthur besser berücksichtigt und auch das langfristige Wachstum der Stadt miteinbezieht.
Cluster-Initiative
Abschliessend ging der Präsident auf die Aktivität der HAW im Bereich Cluster Smart Machines ein. Die HAW ist sehr erfreut, dass auch unabhängige Experten zum Schluss kommen, dass Winterthur die besten Voraussetzungen im Bereich Smart Machines bietet. Unsere Aktivitäten im Bereich des Clusters Smart Machines finden von Jahr zu Jahr eine grössere Resonanz.
